Hi, if you are new to eBay and selling coins then you are probably being vetted in which case eBay are the culprits.

Or you were looking this morning (UK time) during the weekly server downtime for maintenance/upgrade work when the scrolling window and store front are unavailable.

Otherwise it depends on whether the items are showing in your eBay active listings window or not as to who you file a support request with.
