It's a cache issue...when you view one of your listings it pulls up listings that are ending around the same time as it, then the store window gets cached for 2 hours with those same items.

However, if different users are viewing listings that end at different times, they'll see different collections of items in the store window.

I'll look into the "Hide All Images in Active Listings" function...thanks for pointing that out.
