Buyer purchases a cap for $9.99. In communication states he has no money on credit card. Instructs me to file a non-payment dispute to retrieve my listing fee. Buyer has a zero rating, but knows alot about filing disputes and the detailed process for zero rating. Being the Christmas season I send him the cap instructing him to send me a money order when he can.
