I’m not quite sure exactly what the desired outcome is based on your description but, when I created a template using the code you provided, the template appearance remained consistent between the preview done from the template editor and the preview done from the saved listing I applied it to.
The only issue with the template that was immediately recognizable as a *problem* was that the header text for the “Payment” section is left justified while the header text for the rest of the seller details sections are center justified.
When I selected the “Payment” header with my cursor in the Standard mode of the template editor, I noticed the “left justified” button on the template editor toolbar was selected. I went ahead and selected “center justified” instead and that corrected the problem.
If the misalignment of the header for the “Payment” section is the only issue you encountered, please use the following code for your custom template and you should not encounter that problem when you use it:

If you would like the description text to be center justified in a listing for which you are using this template, just choose to center justify that text within the description editor when you are creating the listing and it should come our center justified as desired.
