That sounds like a bug.
Didn't do that for me on a quick test last night. I started new listing and simply clicked on the #1 Select Image and got the normal pop-up page for clicking-off selections. Have you tried that?
However, I went a little further this morning and repeated last night's test with success. I then tried selecting the Header or Gallery and got a page with my images library and an Upload Images button at the top. It looks a little different than I recall, but it did let me select an image (click on image), so it must be a recent change. That must be the page you are seeing, but it does allow selection (click on an image).
However, I still couldn't get the Select an Image (1 - 24) to fail with combinations before and after selecting Header and Gallery. It did fill-in Image #1 for Header and Gallery when that was first done. I could then override using the drop-down over the image and select custom, which I did. It made the change and gave me a warning about Header and Gallery required to be same by ebay policy (that's new).
Looks like they made some changes with this weeks update, but they work for me.
