Thought.....are you listing to eBay Motors US Parts and Accessories, which may have no UK cross-site support for the feature? I think that the main US, Canada, and UK sites are the only ones operating with that feature.

Try turning that feature off. If it's not eligible, it will automatically appear when shipping to the country is available.
