We moved it from the buttons along the top because we were running out of space for the new bulk edit buttons.

Also you can only do "Get HTML" on one listing so it made more sense to put it next to the listing you wanted it for. All the buttons at the top work on multiple items so you can check several boxes then use those buttons.
