What has happened to my Return Policy

Can some one please help as I am getting very frustrated.
I have had several scheduled listing fail to post as it shows API Error, no return policy. I opened the failed listing and return policy was there. I reposted it and it failed again.

I have now created a new listing and when I get to Checkout, it does not give me any option to have a return policy.
Has anyone else experienced this.
