The API error message you received from eBay is due to this: eBay only keeps listings in their system for 90 days, so any listings older than that cannot be "relisted" in their system (because they don't have all the info for it anymore.)
In order to get those older ads listed again (ones that ended on eBay over 90 days ago), you will need to find it in your Saved listings and post it like a new listing.
