I don't know bout the 24.00 filing fee.

I went through the claim dispute with Paypal within the last 2 months for a simple 15.00 never received item.

Owner disappeared, didn't answer emails.

I filed, they notified seller. Seller didn't respond. I got full price refund from Paypal.

No fighting, no filing fee's or anything.
