I am trying to add pics to my auction listing. Can I insert them right into the description like others? Or do I HAVE TO use the add a picture thingy that charges me 15 cents for each additional picture?

You can insert them directly into your description if you wish, but adding extra pictures to your Auctiva auctions comes at no charge! 
So it doesnt matter how many pictures I add using Auctiva? If I listed something with four pictures for 9.99 and added gallery. Would it only cost 70 cents?
Right, you can add up to 16 pictures using Auctiva for free (or as many as you want if you just insert them directly into the description.) If you want to see an estimate of your eBay fees, just click on the Estimate Fees button at the bottom of the auction page after you set up the auction. I just tried one for 9.99 and 4 pictures with a gallery and it did pop up with 70 cents, .35 insertion and .35 gallery
