I'm afraid that we do not have any tools available that would allow you to change the template used in items you are relisted from the Closed Listings page in bulk, but I have one idea that may help you do this more efficiently in case you have not thought of it yet.
When you click the "Edit and Relist" link next to an item on your Closed Listings page, the information that comes up in the relist editor is pulled from the saved listing within your account from which the item was originally posted.
Therefore, if you were to add your new template to all your saved listings in bulk, it should already appear selected when you use the "Edit and Relist" option next to each item on your Closed Listings page to relist them individually.
If you were to use this method, you would still have to relist each item individually using the "Edit and Relist" option but at least you would not have to select your new template in each one individually.
I realize we do not have a quick and easy way to accomplish what you are looking to do here, but I hope this helps.
