api error help

i have posted this somewhere else on here but i cannot find it sorry, not on here much.
question is can anyone help me i am unable to lise due to this error below infact the postage is £1.00 but for some odd resaon its not seeing it

Shipping service cost exceeds £0.00 maximum allowed for selected category. Failure

Hi,

Not fully familiar with some of the new UK policies, but I did read there were some categories that require Free Shipping for the first offered method.

Since the error suggests a zero limit, is that the problem?
