eBay is beginning to really... suck. The recent e(vil)Bay changes with regards to PayPal takes away a sellers freedom of choice. Not only that but PayPal isn't as safe as evilBay and PayPal would like us to think.

As daffodildeb said if a buyer doesn't want to pay it doesn't matter what form of payment they just won't pay.

There are also other options such as Paymate for Australians and New Zealanders (and China via Alipay). eBay used to promote Paymate until the bought out PayPal and naturally will no longer permit members to promote Paymate.

Furthermore there is ways of proving whether you have made payment to a seller or not with internet banking. Sellers should first of all not include a hyphen in their bsb so then buyers can copy and paste the details into the payment screen in online banking which will reduce errors and the same goes with the account details. Buyers should be copying and pasting a sellers bank information to ensure it is accurate.

Basically eBay is taking away a sellers freedom of choice. Some sellers can reject PayPal payments cos of fees and others cannot (depends on the type of account you have - again unfair). I prefer internet banking as there are further costs involved to transfer my money from PayPal to my bank account. Here in Australia there are rules against this kind of thing and I believe ASIC are still investigating.
