Bulk Changing items?

Unfortunately there are too many category specific changes that occur to listings when categories are changed for a bulk tool to be applied. 

A change of category changes the available options on the listing creation page and eBay has certain elements that are mandatory in some categories but not available in others especially now with the changes have have been occurring for custom item specific details, so there are no available tools to bulk edit the category selection for your items.

Go to your Manage listings page.
Select the items you want to edit by checking the boxes next to them.
Click on bulk actions and choose Edit selected.
In the bulk edit options, look for the Category section and select the new category for your items. and Save
