I'm not aware of any technical issues on our end that would account for the behavior you have described, so perhaps there is a setting enabled in your Paypal account that is preventing some buyers from making payments to you.
For example, if you have your Paypal account configured to only accept payments from buyers with confirmed addresses, buyers with unconfirmed addresses may not be able to pay you.
