If I need one Auctiva account per ebay account, can I export/import listings between the two Auctiva accounts? I would like to build 100 listings with variations one time, and then be able to list them on two ebay accounts.

Thanks for posting your question here. At present, only one eBay account can be linked with each Auctiva account so you would need to open a separate Auctiva account for each eBay account in order to use Auctiva with 2 different eBay accounts.
We do not offer any functionality that allows listings to be transferred from one account to another so you would need to create these identical multi variation listings separately in each account to accomplish what you described here.
