Can someone tell me what I am doing wrong?

I made my template with MS Office Front Page and I just can't figure out what I am doing wrong. The pictures I loaded just showed up at the bottom of the page instead of where I wanted them too. Also I can't figure out how to use the description tag. Here it is.
