check-out process

My buyers are not able to check out after buying. Some aren't even allowed to purchase insurance for their items. I also can't see that they are choosing priority mail instead of parcel post. Those two options I offer for shipping. I have had buyers say that they chose priority but I see parcel. What is going on?
