Custom Item Specifics

I was just wondering if anyone eles is having trouble bringing up the Custom Item Specifics. IIt lets you put in the name of the item but there is no place to put in the details. Any ideas would help.

In the Detail name, enter the name of the custom specific that you want. Next to it, in the field that says "Value", enter the actual specific. For example:
Detail Name: Condition Value: New
