Error in listing - requesting a payment or credit card?

If this is a free site to uses why did I get this message when I was trying to list an item.
"You will be unable to complete this request until payment is made or a credit card is put on file for automatic monthly billing."

If I have to put a credit card on file how can I use paypal not Authorize.net

Hi,

The message you received is actually the error message directly from eBay as to why your item did not list.

Sounds like you do not have a credit card on file with eBay for them to charge your monthly listing/selling fees to.
