Thanks for posting your questions here. In order to create eBay listings for your rings that allow buyers to select which size they would like from a "Finger Size" drop down menu, you will need to use the "Add/Edit Variations" option on the listing creation page to indicate that you have multiple sizes to choose from.
As long as you have selected "fixed price" as your Sale Type and chosen a category (such as # 164341) for which eBay supports variations, you should see an "Add/Edit Variations" link show up just below the "Category #" fields that you can click to create your variations.
If "Finger Size" is the only variation you would like to offer, you will just need to create one variant called "Finger Size" and specify all the different sizes you have available under that variant.
