Free relisting from closed listing folder

Following a recent thread I went to Closed Listing Folder and selected 9 items to relist and relisted them but still got the listing fee from EBay.
Perhaps EBay Australia does not work this way - Anybody have suggestions or experience on this subject??

When you relist, either through eBay or Auctiva, you still get charged to relist. Then if the item sells, eBay credits (or gives you back) the original insertion fee amount.
