as you stated: the make an offer is only good for people that have their items over priced.
if you can accept an offer, YOUR ITEM IS OVER PRICED, TO START WITH!
if your items are not selling and you can afford to accept an offer, try lowering your selling price. your sales should go up and so will your profits.
SELLERS REMEMBER: ebay does not care if you make a profit or not. they only care that they are making money. if you sell at a loss but, pay their excessive fees. they are as happy as pigs in sunshine!
Make-an offer works for high and low priced items. The sellers profit is important, not eBay's! As long as the seller makes a few bucks, there will be no complaints!
When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
