I need help in finding a low cost or free software to help me resize my photos. This is for windows XP. I am a mac user by preference but unable at this time to buy a new compatible mac so I am looking for a low cost app for my pc. any sugestions?

Picassa or Gimp are both good options, and also have Mac versions should you choose to switch back.

Any capable vector editing software will have a steep learning curve, so you might want to spend some extra time getting to know Inscape. There isn't a better free alternative, in my opinion.
