How does Auctiva Commerce accept Paypal and have a storefront?

I was interested in the auctiva store website. I wanted to know how Paypal gets set up on the website and is there an additional charge for a gateway or shopping cart?

I need to get my facts before signing up.

If you want to accept PayPal, all you need is a PayPal account.

The shopping cart is part of Auctiva Commerce, see www.auctivacommerce.com for fee details. If you want to accept credit cards on-site, then yes you will need a gateway and a merchant account with a credit card processor, not Auctiva.
