on the idea, but....
If a buyer decides to do a charge-back (credit card) and you have no evidence that the item was shipped "per PayPal requirement" to the PayPal address (verified or not), you will lose any PayPal case immediately....NO IFS ANDS OR BUTS. If it's an expensive item, really bad idea.
You also need the buyer's cooperation in any Insurance claim process, and it is a felony to file a false insurance claim.
Does this sound like a no-win situation if the buyer is in effect, pulling a scam?
I would recommend the buyer add the US address as an alternate shipping address for eBay and PayPal. I would also use TRACKING for all shipments to aid in PayPal and Insurance claims. Tracking is cheap using PayPal shipping labels.
Hope my advise isn't too harsh. I'm just the cautious type.
