Hi jmulhall,

Thanks for posting about your problem here. The API error message you mentioned was returned by eBay in response to the posting attempts in question and indicates that you need to accept their new international selling agreement before you will be permitted to offer more listings for sale internationally.

If you click the link within the API error message (which I will repeat below), you should be taken directly to the eBay page on which you can accept the new international selling agreement. Once you have done so, you should be able to offer listings for sale internationally again.
