Based on the behavior you are describing, it sounds like you are checking one of the bubbles indicating you would like to offer international shipping without selecting any specific international shipping options from the "International Shipping Services" drop-down menu(s).
If you select at least one international shipping service from the "International Shipping Services" drop-down menus in addition to checking one of those bubbles, your international shipping options should save properly.
