Is it free to list in auction style under 99p using Auctiva?

Good question. I'm not aware of the specific promotion you are referring to, however, when you list items to eBay through Auctiva, you should receive the promotional listing rates provided that you meet the requirements of the promotion. Our fee estimator is not updated to reflect temporary eBay promotions, so there’s no need to be alarmed by that.

In the UK this has not been introduced as a promotion but is a permanent fee change.

From ebay site: "From 12th March 2009, there's no insertion fee if you're a private seller and you list your item in an eligible category in the auction-style format with a starting price of up to 99p."

Thanks for pointing that out. I'll pass this information along to our engineering team to see if we can get it incorporated into our fee estimator with a future site update. In the interim, if you post any listings that meet the criteria of the discount, you should still receive the discount when you are charged by eBay.
