i'm new to auctiva from turbo lister. i was looking it over before i listed an item. i missed seeing condition of item. new, excellent, gently used etc.

Yes, it's there. Item Condition options can vary depending what category you're listing in. For most categories you can select either New or Used.
To set the Item Specifics, you need to select a category, and then a link called "Choose Item Specifics" will appear beneath the category box.
