Linking a graphics image Ebay

This is a simple question and my first so please be gentle... I would like to know if I can make and image clickable... I have an image for Make an offer and I want to make it clickable on my listing... Can the image be made clickable Make an offer with the EBAY commands??? they just click my "make offer" Pic and it redirtects them to MAKE offer on the Ebay listing

I know how to use BB code and :[url} and such to make something clickable but I am not clear how to do this in HTML

Sorry for such a Newbie question
