If she didn't follow terms of service, i.e., shipping instructions, refund the payment and state that she needs to follow terms of service, forward payment to Ebay trouble with buyer with a copy and paste of her email (with headers) and if you're a store owner, call the stores line. (I've always had good luck no matter what my problem with the store phone line). If she's newbie, well, you know eBay's new policy.....they aren't cutting much slack for new buyers that don't follow rules & regs.
