Why does it take so long to move listings from closed to saved so you can work on them and relist.

The timing of that process varies.
Please note that when you import from Closed, we call eBay for the information you wish to import, so there can be delays as a result of traffic on eBay or as a result of varying loads on our service.

import from closed to saved?

This remains as it has always been. 90 days.
After that eBay deletes the data for any listing that has closed so it cannot be retrieved or relisted.

So that means my 40,000+ listings in closed are pretty much useless
except to cut and paste titles and descriptions?

Please understand that our tool is limited by the availability of information on eBay as that is where it imports the information from. eBay deletes listing data 90 days after a listing closes (and this has been the case for a very long time).
Our import tool will allow you to retrieve that data, during that time frame to store in your Saved Listings where it would remain until you opt to delete it.
