eBay's help page explains that if your eBay account has been closed, restricted or suspended they'll send you an email explaining why it was closed and also explain what you need to do before it can be reinstated. If you need further assistance with reactivating your eBay account, I would suggest you reach out to eBay's Customer Service team.

You have apparently been prohibited from selling on eBay for the rest of your life (without parole), and the amount you owe has been written off.
When a seller gets banned, eBay's policy is to "go silent" and stop communicating with them.
It is not possible to create a new account. eBay has safeguards in place to prevent prohibited sellers from creating a new account with any ties to the banned account (family, accounts, or location).
As far as eBay is concerned, you're basically done. You can buy, but you will never be able to sell.
