I can't believe even rudimentary things like this are so difficult.

I'm simply trying to create an inventory of listings as I've already used other listing tools before.

What I did was go to my active listings or closed listings and tried to move those all into folders so I could re-list them again.

First, the folder implementation is weird, I can move 100s of items into a folder, but none show up in the "folders" tab, they actually show up only within active or closed. what's the use of that?

How do I get listings to be saved? I don't want to create each one from scratch, I want to just save ones that are either active or closed.

Closed listings, active listings, and saved listings are completely different formats in which listing content is saved/displayed, so moving a closed listing or active listing into a specific folder does not make it a saved listing. The purpose of moving a closed listing, for example, into a specific folder, would be so you could easily locate it in the future by going to your "Closed Listings" page and specifying that the listings in that folder be displayed.

Items can be relisted from the "Saved Listings" section within your account and items can be relisted from the "Closed Listings" section of your account, however, items cannot be relisted from the "Active Listings" section. The "Active Listings" section of your account is intended to allow you to monitor how your active listings are doing, similar to the "Selling" section on your My eBay page.

If you would like to create saved listings from any of your closed listing, you can go to your "Closed Listings" page, check the boxes next to the desired items, and click the blue "Import Listings" button. On the other hand, it is not possible to automatically create a saved listing from an item on your "Active Listings" page, so if you'd like to create a saved listing based on a listing that is currently active, you would have to do so from scratch.
