Other eBay sites box not working!?!

Greetings to All! I am new, and having trouble with the dropdown box on the listing creation page which would allow me to list on other eBay sites around the world. I have quickly searched the discussions and found nothing helpful. Suggestions?

Hi. The option to change sites is only available when you start a New Listing. Once it's saved or when you start from create similar or anything, the option grays out.
