Problem with Insurance not being offered

I had insurance set up as mandatory on a few of my auctions, and when my users went to pay it shows as "not offered". This has happened before and I thought it was a glich. I've gone in and changed my shipping option for "mandatory" now and that doesn't seem to help. Any thoughts?

Okay, update to this. It shows to the buyer as "not available" but when I view the transaction in the e-mail that's sent to me it shows that the shipping insurance is part of the shipping fee.

It's confusing my buyers a LOT.

Hi Susan,

This is actually due to "a bug" in Paypal's system that causes 3rd party insurance amounts to be lumped in with the shipping cost, and "Not Offered" to be displayed in the shipping insurance field on their payment notifications. We have brought this to their attention but they have yet to give us an idea of if/when it will be fixed.
