Relist failed due to shipping info

Some of my auto-relistings fail with this error messag:

API Error
At least one domestic shipping service must be specified when listing in the Systems category.

The shipping is set to standard flat rate on all my listings and some relist just fine. What could be causing this?

I believe that ebay is not requiring you to specify the shipping carrier (UPS, USPS, etc).

That could be the problem.

Some of them relist just fine though? They are build identically
