Yes you can cancel and then reactivate, although a better option if you are going to be inactive for a few months is to switch to Free Tools instead of canceling during the inactive period.
One thing to keep in mind is that either way, if you go off a paid plan, your uploaded images will be deleted. The free plan as a very small amount of image hosting, but canceling your account gives you no image hosting at all.
If for example you have good-till-cancelled listings that will continue to run on eBay during the period from Dec to March that you mentioned you will want to keep your account paid up in order to keep the images in those listings undisturbed.
