Thanks for helping to bring this to our attention. We have actually received several reports of this nature over the last couple days but, in each case, we have verified that we have submitted the correct information to eBay along with the listings such that the shipping discounts should have been applied to them once posted.
There appears to be something amiss on the eBay end of things that is causing some of these shipping discount specifications to be dropped, so we opened up a support case with eBay's Developer Support team earlier today. I'll post again to this thread as soon as we hear back from them and have some additional information to share.
