Yes it was when I did a preview listing! I will go ahead and place an active listing and see what that does.

Oh...and I'm guessing they don't put it at the top on Preview, because shipping detail (as on active listing) is specific to buyer's location. So, the fill-in isn't fixed, but a choice from that table.
