Unable to Upload, Telling me to BUY more Space

I am currently on the Plan that I paid 180.00 for. I am allowed 1 Gig of Picture Space. I am trying to upload images right now and i'm getting a message telling me i need to purchase more space. I am ONLY at 62.9 MB. So why Can't I upload more pictures. I'm not close to a Gig Yet. Is anyone else having this problem?
