Great pictures. Has me stumped. My 19 yr. old said maybe it was a wine bottle holder. (keep the cork wet at an angle?) GREAT pencil holder on a desk.
We tried a wine bottle, doesn't work, cork doesn't get wet and cant carry it with the handle, it falls out. It has been so much fun to take places.
How about a shaving scuttle? It would have had a ceramic insert. The thing on top could be the brush. It's sorta like a modern one, though a poorman's version.

Don't you think the brown thing on top would be a little uh...hard for a brush? I can see it now, put the cup with the lotion in the scuttle, carry it to the wash basin, take the cup out, stick the hard handle into the lotion and lather your face. hahaha

Nice to know that is a handle, now it makes even more sense. It is a shaving scuttle, though not a typical one, unless of course it's a fake. hehehe!
I got this thing at a yard sale, the person who sold it got it at a sale several years before. They didn't know what it was either. If it is a fake, I would almost pay to find out what it is supposed to be a fake of. That was hard to put into words.
