Updating Catagories link not active

I'm trying to update my eBay catagories but the link is not active. It's blue but there is no underline and when I mouse over it nothing happens. When I click on it nothing happens. How can I fix this so I can start listing? I just added new catagories on my eBay account. Is there a wait time?

I'm bumping this up because I am having the exact same problem.
Does anyone know if there is a waiting period, and how long it is?
