I am sorry to hear you have had trouble with the shipping tools area for your listings.

The option for Free Shipping is available as it has been, but please note that you can only select this for domestic items when you opt for Flat Rate shipping, but you will not see the option when you have calculated selected.

For international items you would only need to enter $0.00 in the cost field to indicate free shipping.

If you are not seeing the appropriate options when working on a listing or are otherwise encountering difficulty, please feel free to file a support case from under the Help tab of the site so our agents can take a look in your account and assist you.
