I've only had a handful of instances where I've needed to send out a second chance offer after the winner failed to pay or follow through with the terms of the auction.
Of those that I've sent a second chance offer, I had one accept the offer to purchase the item that he/she placed the bid amount.
I think it's the thrill of the chase for the item. Most of my items that were second chance'd out were items that were last minute bidding and not wanting to be outbid.
I can't say for myself as I VERY rarely buy anything on eBay that's not BIN, buy it now. (I'm acronym challenged, HA, so I put what BIN is)

Unofficial second chance offers will get you kicked off eBay. I would be VERY careful. Remember you can't send any kind of contact to the buyer that they haven't solicited or eBay considers that spamming.
You and I've discussed this Rick and it sure would be sweet if sellers that know I'm interested in **** would just be able to send me an email saying..Hey, Lookie what I have here, want it? But then we could/would transact business outside of eBay and there would be no fee collecting for feebay..which would make them so vedy, vedy unhappy. <smile>
