I sold a $100 Mont Blanc pen to a Professional scammer in HONG KONG. I purchased INSURANCE for the transaction from Auctiva.

After 8 days, he contacted Paypal, claiming he did not get his pen.

I explained he would be reimbursed by Auctiva insurance AFTER 45 DAY transpired.

Paypal IMMEDIATELY REFUNDED his full purchase price, plus the shipping I PAID FOR.

Despite numerous emails literally begging for patience, understanding etc.,

I never heard from him again.


Why SHOULD he BOTHER filling out claim forms?


He has his money back, my $100 Mont Blanc pen

and obviously a big grin on his face.

I accepted the explanation provided.

The insurance contract terms are clear and unequivocal.

I'm not quite sure how ANY "real life person," however humble their cubicle, would suggest otherwise.

And I see nothing in the least bit aberrant about the logic of such contractual language tendered.

The problem noted lies not in the insurance, but elsewhere.

I am not sure how to write this as I HATE these scammers. Have had some myself. Excluding scammers I can understand both sides of this.

I am NOT defending scammers but am trying to see both side of this.

8 days for international shipping.. what the HECK. .rarely does international person get in 8 days.. that is craziness.

I did not realize auctiva insurance was 45 days, I need to read fine print before using, as post office is 21 or 30 days...depending on if international or not.
To me that is wayyyy too long. I do think 45 days to wait for money is AWFUL.. as paypal/ebay only give you 45 days to file with them.. so for a good ebayer 45 days is a very long wait. As a buyer I would not want to wait that long, as a seller I would never make a customer wait that long.

I do not like the new policy, and do feel buyer should have to sign form before paypal or anyone reimburses them. Once forms are signed I do not have quite as big a problem... but you are all right. there is no incentive for buyer to fill out form.

Of course, them refunding so quick only encourages such behavior and the scammer will try it again and again.. . .eventually will be closed down.. then opens again under new name and same old show.

The 45 day contractual "wait" is way too long.

And if you believe that is excessive, claims involving Italy require 60 days.

Sellers will SOON learn (if they have not already) that the "new" ebay dispute process is designed to speed things up even faster, "adjudicating" claims in a matter of several days.

Given the hasty "investigation" process of the latter, even Payal's draconian "rules" and procedures will look good.

To paraphrase Martha S, this is "Not a good thing."

I am thrilled to know this. I SHOULD have researched this rather than skimmed. You are right that is too long in my book. I have been insuring some of my internationals, but now will re-think some of them, as 45 - 60 days is way toooo long to deal with claims.

I have just got done 4 days of back and forth with Paypal.

Shipped a package USPS Priority Mail to Italy and after 15 days he filed a did not receive complaint with PayPal and they took the money out right away. There was no contact with me before he went to PayPal.

He and PayPal had the tracking # and it showed it was in transit. When he finally got it and left Positive Feedback they were still holding my money. Spent more time on the phone and they still had to wait for him to close it, 3 more days.

Most insurance policy's are set by the Carrier. USPS has a wait time and you have to file a claim with them then the insurance company.

The company I use when dealing with USPS I have to file with USPS first and then can file with them. You have to give the Carrier a chance first.

After file the claim my insurer is supper fast. I would think any insurer would have to follow the carriers rules.
It looks like the waiting period changed since the last time I looked.

The fact is when shipping out of the country you take a 50/50 chance you may have a problem and you will probably be on the losing end.

Since about 4 months ago I will only ship via Priority mail that can be tracked. Ive eliminated all international shipments unless they request this to bid on a item

I had wondered what would happen if the buyer refused to file the claim on there end. Now I know.

I would quit ebay before I would ship to Italy. This country either has the worst postal system ever or have the biggest scammers in the world. Thats why insurance companies give them a longer time on shipments.

The fact is I only over used auctiva insurance as a scare tactic to keep the international buyers that may feel the urge to claim no receipt from doing it.

I got lucky and never got a bad one.

My advise to anyone that has a problem like this is report them to ebay. Ebay will keep a running list of complaints and eventually do something if it continues.

With no problems in shipping overseas until this I get to many sales to give it up.

What is so strange is that 99% of my overseas shipping is USPS First Class International this was only the second Priority Mail and it took 18 days.

Please DO NOT rely on USPS Priority Mail for
"Online Trackable Delivery Confirmation"
required to comply with Paypal's "Seller protection" program.

If you wish optimum emotional security with overseas shipments, United Parcel Service
works exceptionally well.

Regretfully, your buyer will suffer from an acute case of "sticker shock" when you quote the actual cost involved for International services.

ANYONE who sells on ebay should spend at least a half hour each day reading the "Community" Paypal discussion board--the price of admission is worth its weight in gold.

Quickly.

Before it disappears.
